What exactly has russia done to regain the right to compete at the Paralympics and even under its own flag?

Let’s remember why they were banned.
Because russia invaded Ukraine!

And what has changed since then?
Has the wаr ended?
Have russian missiles stopped аttacking Ukrainian cities?
Have drones stopped kіІlіng civilians?
No. None of this has happened.

So a simple and very logical question to the Paralympic Committee:

What exactly has changed to allow russia to return?
What message are you sending to the world?
That aggression no longer matters?
